The Parties recognised that without peace the country cannot preserve and consolidate national unity or promote democracy and development. The Accord provided for the promulgation of an amnesty law in respect of the militias that have laid down their arms. It further provided for the rescue of populations at risk in the forest areas. It provided for the demilitarisation of political parties, movements and associations and the deployment of the national armed forces in villages, cities, highways, railways, airports and ports. It required the free movement of people and goods and rehabilitation of public and customary powers.
The Accord provided for the release of all prisoners and unconditional reintegration of the former militias into the national armed forces and as officials and other agents of the State. It required the resignation from the public service by all persons who have chosen to pursue a career in active politics, and a return to school and university of youth involved in the militias. All Parties also committed to participate in the reconstruction and rehabilitation of economic infrastructure. The Parties recommended the establishment of a High Authority responsible for promoting peace and national reconciliation and agreed to encourage all initiatives which contribute to the preservation of peace in the Republic of Congo.
