The Parties to the Protocol on Participation agreed to the participation of JEM at different levels of government, including a National Minister and State Minister position, as well as DRA-level positions and at the level of the States. The Parties further agreed that JEM combatants would be integrated in the Sudan Armed Forces and the Sudan Police Forces in accordance with the provisions of the Doha Darfur Peace Document (DDPD), with the percentage to be determined after the verification process. The Parties agreed that combatants not integrated would benefit from social welfare programmes and reaffirmed their commitment to the criteria for integration, including minimum academic qualifications.

The Parties to the April 2013 Agreement adopted the Doha Darfur Peace Document (DDPD), including the provisions on participation of JEM at the different levels of power and the arrangements to integrate its forces. The Parties agreed to protect human rights and fundamental freedoms of all citizens and that the Government would promote general welfare and economic growth in Darfur through the provision of basic services and infrastructure. The Government would review all laws and repeal those in contravention of the Constitution, and would take steps to empower the National Human Rights Commission. The Parties reaffirmed their commitment to the general principles of power sharing enumerated in the DDPD and the recommendations on power sharing at national level, including in the civil service and armed forces. The Parties agreed to the participation of JEM in constitutional and electoral processes, and the establishment of committees to exempt needy students from Darfur from paying university fees.

The Parties agreed on general principles for wealth sharing, with the economy built on the objectives of poverty mitigation and social justice, even development in all parts of Sudan and special attention to the needs of refugees, IDPs and victims of the conflict. The Parties agreed to the payment of seed money by the Government of Sudan to Darfur for reconstruction and development, that locals would benefit from development projects and that Darfur would be connected to the national electricity network. The Parties established a Darfur Herders and Nomads Development Council to contribute to economic growth, peaceful coexistence and stability in Darfur, and also agreed to establish a microfinance system in Darfur. The Parties agreed on the compensation and return of refugees and IDPs. The Parties agreed to strengthen the Native Administration to play a social and reconciliatory role, and agreed to provide protection to the Special Court of Darfur as the only court established in relation to the conflict. The Parties agreed to a general amnesty for members of JEM, and reiterated the necessity of disarmament of armed militia and reforming and restructuring military institutions. The Parties agreed that JEM would be adequately represented in the DDR Commission.
