The Peace Declaration was part of a series of unilateral pre-negotiation documents exchanged between multiple Nigerian communities. It appeared alongside the Fulani Declaration of Intent and a position paper submitted by the Hausa community. It outlined pre-negotiation principles, including guarantees of rights and reparations. The agreement also called for establishing dialogue mechanisms within local and state governments, recognising grazing rights, creating an independent electoral commission, and unrestricted access to highways.
The Joint Declaration aimed to reduce incidents of violence between different groups. The HD Centre mediated the agreement, which included several key provisions: building trust and promoting religious tolerance; addressing issues related to places of worship, burial grounds, and youth engagement; improving governance and access to public spaces; clarifying traditional rulership roles; advancing land reform; addressing the needs of internally displaced persons; tackling cattle rustling, managing settler and migration issues; combating impunity and promoting transitional justice; and ensuring the security of life and property.
