The Memorandum on the Cabinda Province is aimed at putting an end to “the conflict and to establish a just and lasting peace in the framework of a true reconciliation in the Province of Cabinda”. The Memorandum provides for an amnesty law for all crimes committed under the armed conflict. In terms of reconciliation, it provides for a special status to Cabinda aimed at economic and social development as well as measures to accelerate reconstruction, development and reducing regional asymmetries. It provides for the reform of FLEC into a civil political party and integration of personnel from FLEC into the Angolan Armed Forces and the National Police, the Government and public enterprises, and social reintegration for those not integrated into the armed forces. It provides for repatriation and social reintegration of refugees.
