The Parties expressed their determination to achieve peace and promote unity among the different ethnic communities in the region, to abandon the culture of revenge and to find a durable solution to the conflict. The Parties agreed that the reconciliation process in Jonglei state would be inclusive. The Parties established the Greater Pibor Administrative Area (GPAA) based on the principle of decentralisation, governed by a Chief Administrator with a status equal to a State Governor. The Parties agreed that consultations would be held by the SSDM/SSDA Cobra Faction and a Technical Committee made up of members from GPAA communities to establish counties in GPAA. The Agreement provided for the administrative structures of the GPAA. The Parties agreed to the establishment of a Greater Pibor Area Council, with at least 25% women representation, which would enact local legislation on development, governance and administrative matters. The Parties also agreed on the judiciary in the GPAA, consisting of high courts and traditional authorities. The Parties agreed to establish a Special Development Fund, as well as ad hoc committees in the GPAA, including on reparation, relief, resettlement and rehabilitation; peace and reconciliation; and investigation into violations of human rights. The Parties agreed to sources of tax revenue for the GPAA and local government. The Parties also agreed to the peaceful integration of the SSDA Cobra Faction into the National Army, Police Force and other organised forces, through the guidance of the Joint Military Technical Committee. Disabled and child soldiers from the SSDA Cobra Faction would be entitled to services due from the National Army. Areas of the National Government where members of SSDM and citizens from GPAA may be appointed were identified.
