The Parties recognised that peace can be achieved only through inclusive political dialogue and resolved to engage in substantive discussions, via the Intergovernmental Authority on Development-led peace process on the agenda as constituted by the mediation process. The Parties agreed that a transitional government of national unity would offer the best opportunity to take the country forward and that the transitional government should undertake critical reforms, oversee a permanent Constitution process and guide the country to a new election. The Parties agreed to ensure the inclusion of all South Sudanese stakeholders in the peace process to ensure broad ownership, as well as in negotiations on the permanent Constitution, transitional justice and other items concerning the future of the country. These stakeholders would include the two Parties to the Agreement, other SPLM leaders, political parties, civil society and faith-based leaders.
