15 June 2002

Peace Agreement between the Government of the Republic of Uganda and the National Rescue Front II (Yumbe Peace Agreement)

24 December 2002

The Parties to the Ceasefire Agreement agreed to the screening of UNRF II ex-combatants and their families for suitability of integration either in the Uganda People’s Defence Force (UPDF) or civilian life after the conclusion of the peace process. The Parties agreed that the UNRF II would prepare an agenda for the peace talks and send it to the Government for input, after which the parties would convene a peace talks conference. The Parties agreed on return of foreign-based UNRF II leaders. The Parties agreed that following the signing of the peace agreement, a Stakeholder Conference would be organised to facilitate the rehabilitation and resettlement of UNRF II ex-combatants. The Parties agreed to a DDR process for combatants not integrated in the UPDF.

In the Yumbe Peace Agreement the Parties agreed to the disarmament and dissolution of the UNRF II, with its members demobilised and reintegrated in civilian life and provided with amnesty by an Amnesty Commission. The Parties agreed that the government would expedite implementation of the development projects in West Nile that the UNRF II identified as a priority and convene a stakeholder conference. UNRF II recognised the steps taken by the government towards the peaceful resolution of conflict and urged other armed groups to abandon war. The government would provide education and employment assistance to a number of UNRF II members and would facilitate education for demobilised child soldiers. The Parties agreed on the integration of qualified and willing members of the UNRF II into the UPDF. Following dissolution, the members of UNRF II would form a committee to liaise with the Government on implementation of the Agreement.
