Joint Communiqué of the Consultative Meeting of the Signatories of the Process for Ending the Transition

The Parties to the Joint Communiqué adopted four protocols: Protocol on the Technical Selection Committee; Protocol Establishing the Technical Facilitation Committee; Protocol Establishing the National Constituent Assembly; and Protocol Establishing a new Somali Federal Parliament. The Parties adopted the revised draft Provisional Constitution as the official draft. The Parties agreed that before the draft is handed over to the National Constituent Assembly, a four-day programme of civic education on the final draft would be undertaken. The Parties agreed that the National Constituent Assembly would dissolve when it concludes its deliberations by voting on the draft Constitution for provisional adoption prior to eventual approval by the Somali people through a direct referendum.
In the Protocol Establishing the Technical Selection Committee, the Parties agreed that the Technical Selection Committee (TSC) would document and publicise the list of 135 recognised Traditional Leaders who will be engaged in selecting members to the National Constituent Assembly and the new Federal Parliament in accordance with the relevant procedures. It also set out the responsibilities and functions, procedures, code of conduct and review of nominees by the TSC.
In the Protocol Establishing the Somali National Constituent Assembly, the Parties agreed that the Traditional Leaders would select members of the National Constituent Assembly, which would be dissolved when it adjourns following its vote on the draft provisional constitution. The Protocol set out the composition of the Assembly (which would include at least 30% women), structures of the Assembly, its procedures and the process for the consideration of the draft provisional Constitution.
The Parties to the Protocol on the New Somali Parliament agreed that the New Federal Parliament would comprise of a Lower House termed the House of the People and an Upper House. The Protocol set out the establishment and selection process of the new federal Parliament, required that 30% of the members of the House of the People be women, ensured regional representation and stated that it must be inclusive, broadly representative and generally reflect the composition of Somali society.
The Parties to the Protocol Establishing the Signatories Technical Facilitation Committee (TFC) agreed that the function of the TFC would be to finalise the draft of the new provisional Constitution for provisional adoption, and that it should include a chapter on transitional provisions.
