The comprehensive Dougia Accord provided for the integration of some rebels into the Government armed forces and the return to civilian life for others. The MDD were given the right to participate in the management of public affairs, and staff who were previously in the civil service were reinstated. MDD prisoners were released. There was a restoration of the human rights to movement and property, which had to be returned to the rightful owners.
The Reconciliation Agreement was aimed at peace in Chad, particularly through integrating the MDD insurgents into the national armed forces and providing civil administrative positions to others. A general amnesty was instituted for all former MDD combatants.
