The Parties agreed that they wish to eliminate the root causes of the conflict, promote true national reconciliation based on a reconsideration of history to create national unity based on respect for diversity, and accelerate the economic, social and cultural development of the North of Mali. The Parties reiterated their commitment to various principles, including commitment to equitable development, rejection of violence as a form of expression, respect for human rights, human dignities and fundamental and religious liberties, and the fight against corruption and terrorism. The Malian State committed to adopt the necessary policies, legislation and constitutional measures to implement the Agreement. The Parties agreed to a shared understanding of the appellation “Azawad” within the national unity.

The Parties recognised the cyclical nature of the socio-political dimension of the conflict and agreed to the organisation of a Conference of National Agreement, with equitable representation of the Parties, to discuss the root causes of the conflict, and elaborate a Charter for National Peace, Unity and Reconciliation. For improved governance, the Parties agreed to inter alia a larger representation for people from the North in national institutions, including public service and national administration; the establishment of a Development Zone in the Northern regions; and greater local administration, including through transfer of skills, resources and judicial powers. For better representation the Parties also agreed to establish a second chamber of parliament as a Senate. The regions are also provided with legislative functionalities, particularly in relation to development, budgets and disbursements and civil protection and police. The Parties agreed to a consultation between the State and Regions to consult on development projects, exploitation of natural resources and related issues. The Parties agreed that by 2018 the State would transfer 30% of the national budget to the regions and would favour local people during public function recruitments.

The Parties agreed that questions of defence and security would be determined on the principles of inclusivity and representation, unity of the armed forces and progressive redeployment in the North, with significant representation of people from the region. The Parties agreed to DDR by a national commission established for that purpose, and identification of combatants eligible for integration. The Parties agreed to establish a National Council for reform of the security sector. The Parties also agreed to a specific development strategy to be implemented by a Regional Development Agency in each region. In relation to education and culture, the Parties inter alia agreed to promote local languages and create institutions of higher learning and regional museums.

The Parties further agreed to promote true national reconciliation through adopting a Charter for National Peace, Unity and Reconciliation, establishing a Truth, Justice and Reconciliation Commission, a Commission against Corruption and a Commission of Inquiry into international crimes, reform of the justice system, and not granting amnesty to those who committed crimes against humanity, war crimes, grave human rights violations and crimes against women, girls and children during the conflict. The Parties agreed to take measures to facilitate the return and reintegration of refugees and IDPs. Annexes provided for intermediary measures, with the aim to ensure that legislative changes and electoral reforms take place and to ensure the continuity of the State.
