According to its founding treaty, the objectives of the Community of Sahel-Saharan States (CEN-SAD) are the preservation and consolidation of peace, security and stability in the CEN-SAD zone; promotion of political dialogue and the fight against cross-border crime and its related scourges such as trafficking in drugs, arms and human beings, money-laundering and terrorism; combating desertification, drought and climate change through the preservation of natural resources and research in the field of renewable energies; economic, commercial, scientific and socio-cultural cooperation; infrastructure development; and the promotion of the free movement of persons, goods and services.

Treaty Establishing the Community of Sahel-Saharan States

Article 3 of the Treaty Establishing the Community of Sahel-Saharan States (CEN-SAD) states its objectives to include the preservation and consolidation of peace, security and stability and the promotion of political dialogue and the fight against cross-border crime, as well as combating desertification, drought and climate change. These aims are inherently linked to transitional justice objectives, demonstrating that the treaty can be used as a basis to promote and implement transitional justice processes in the region.

Cooperation Agreement in the Field of Security between the Member States of the CEN-SAD

This agreement provides for organised and efficient cooperation in the field of security and anti-crime efforts in the Community of Sahel-Saharan States (CEN-SAD). It gives effect to many of the objectives in the CEN-SAD treaty, particularly the fight against cross-border crime and related issues such as trafficking in drugs, arms and human beings, money-laundering and terrorism.

CEN-SAD Protocol on Prevention Mechanism, Management, and Resolution of Conflicts

The Community of Sahel-Saharan States (CEN-SAD) Protocol on Prevention Mechanism, Management, and Resolution of Conflicts notes that the maintenance of peace and stability is derived through a process of normalisation of relations with countries affected by conflict. It gives effect to a number of the objectives in the CEN-SAD treaty, particularly the preservation and consolidation of peace, security and stability.
