The Parties committed to the socio-economic development of the North, including the Kidal region, and to promoting the cultural diversity in Mali. The Parties agreed to establish a Regional Council, which would inter alia be consulted by the Government in elaborating draft laws specifically relating to Kidal. It would participate in ensuring good governance and better utilisation of regional and local competencies in the national state, and support the regional Assembly in the execution of its functions. The Parties agreed to organise a forum in Kidal on development, with a view to creating a special investment fund to implement an economic, social and cultural development programme. The Parties agreed to accelerate transfer of competencies to local collectives, create small and medium enterprises, undertake regional exchanges, institute a health system adapted to nomadic lifestyles, ensure sustainable access to drinking water, build and upgrade airfields, ensure the installation of electricity and telephone lines and a regional radio station, encourage resource exploration and implement a 10-year favourable investment regime. Joint special security units would be created.
