The Accra Clarification supplements the Akosombo Agreement and is acceded to by parties previously not party to the agreement. The Parties agreed that in the re-organisation of the Armed Forces of Liberia, the police, immigration and other security agencies, the combatants and non-combatants who satisfy conditions for recruitment would be considered for inclusion, to be determined by appropriate committees. The Parties further agreed that relevant government officials would be appointed based on merit.
The Parties to the Abuja Agreement again agreed to a ceasefire and that during the transitional period leading to the inauguration of an elected government, the executive powers of the Republic of Liberia would be vested in a six-member Council of State. The Parties also revised the timelines for the operationalisation of the Transitional Government and decided that holders of positions in the Transitional Government who wish to contest the election would vacate office three months before the date of elections.
The Supplement to the Abuja Accord amended the schedule for implementation of the ceasefire and the elections, and named a new Chairman for the transitional institution.
