The Parties to the Kampala Accord recognised the Transitional Federal Charter as the basis of legitimacy of all Transitional Federal Institutions. The Parties agreed to defer the election of the President and the Speaker and his/her deputies by 12 months in order to adequately prepare and complete priority transitional tasks. The Parties agreed that within 30 days of the signing of this Agreement the Prime Minister would resign and the President would appoint a new Prime Minister, who would appoint a new cabinet, reflecting the power-sharing formula. The new Government would cooperate to complete priority tasks on security, parliamentary reform, Constitution making, preparing for elections and greater political outreach. Provisions were also made for cooperation between the Government and Parliament. The Parties agreed to reform the Joint Security committee responsible for rebuilding the security forces and make it a permanent body. The Parties agreed that they would seek the support and reach out to all Somali stakeholders. The Parties further agreed on the establishment of a new Anti-Corruption Commission to safeguard the public wealth.
