The Parties agreed on an interim administration in Jubba, consisting of an Executive Council and a Regional Assembly, for a period of no more than two years, during which a permanent federal member state would be established. The Parties agreed that the Federal Government would have the responsibility to ensure inclusivity. The Parties agreed that the Regional Assembly would be representative, with proportionate representation, and would be selected by traditional elders. The Parties agreed that the airport and seaport would be the assets of the commonwealth of the people of Somalia and would be utilised in a manner that is beneficial to the peace and prosperity of the people of Somalia. While the ports would be handed over to the Federal Government for management, the revenue would be managed in a transparent manner. The Parties agreed that all security elements and militias would be integrated into the central command of the Somalia National Army, and the regional police would be under the control of the interim Jubba administration. Priority would be given to Jubba in the planned reintegration programme, so that combatants, including lower level Alshabab fighters can return to civilian life. The Parties agreed that the Federal Government would convene a Reconciliation Conference and a follow-up peacebuilding conference. The Reconciliation Conference would be a consultation mechanism on the process of completing the formation of the interim administration, peacebuilding and modalities for establishing federal member states.
