The Parties to the Cotonou Agreement agreed not to import any weapons and war-like materials by any means into Liberia and agreed that incitement to hostilities would constitute a breach of the ceasefire agreement. The Parties further agreed on the modalities for the disarmament and encampment of troops, as transit point for further education, training and rehabilitation of combatants. The Parties also agreed on the expulsion of all non-Liberian fighters or mercenaries as well as the release of prisoners of war and other detainees. The Parties agreed to establish the Liberia National Transitional Government, which would inter alia be responsible for holding national elections, and agreed on its operationalisation. The Parties also agreed on the composition of the Legislature and expansion of the membership of the Elections Commission. The Agreement further provided for the safe return of refugees and IDPs to their place of habitual residence, and humanitarian aid to those in need. The Parties agreed to a general amnesty for all persons and parties involved in the Liberian civil conflict in the course of actual military engagements, as well as business transactions that were legally carried out.
