Peace Agreements

The Parties to the Roadmap agreed to deploy a new Joint/Integrated Unit in Abyei and to deploy police to the area. The Parties agreed that IDPs would be allowed to return to their former homesteads. The Agreement provided for interim arrangements in Abyei Administration, and that the Presidency would initiate peace and reconciliation processes in the area, with the aim of making Abyei a model of national reconciliation and peacebuilding. The Agreement contained provisions on wealth sharing from the oil revenues in Abyei area. The Parties agreed that in relation to the dispute over the finding of the Abyei Boundaries Commission, the parties would resort to professional arbitration.

Peace Agreements

The Parties to the Bilateral Agreement agreed to normalise relations between Chad and Sudan and to develop and reinforce political, economic and social relations through the use of official and popular channels. The Parties agreed to support the political and security efforts of the African Union to ensure the reestablishment of stability in Darfur and on the border between the countries. The Parties agreed to open communication channels to encourage business and investments between the countries, and agreed to enter into Protocols to this effect. The Parties agreed to collaborate on development, health and transborder economic relations. The Parties agreed to cooperate with the African Union and United Nations to find a sustainable solution in Darfur and the east of Chad to obtain peace and stability.

The Parties to the Eastern Sudan Peace Agreement agreed on fundamental principles for resolving political issues, including a federal system of government with effective devolution of powers, equitable representation of citizens in the national civil service, national armed forces and police and fair representation of women, amongst other principles.

The Parties to the Darfur Peace Agreement established General Principles for power sharing, as well as criteria and guidelines for power sharing, to ensure the inclusion of Darfurians at all levels of governance in all institutions of the State.

The Parties agreed on principles to guide future deliberations and form the basis for a just, comprehensive and durable settlement of the conflict in Darfur, including respect for the diversity of the people of Sudan, democracy and political pluralism, federal government with devolution of powers, effective representation in government institutions, equitable distribution of national wealth, return and assistance for refugees and IDPs, rehabilitation and reconstruction of Darfur, promotion of reconciliation and restoration of peaceful coexistence, sustainable development, broad security arrangements, etc.

Peace Agreements

The Parties reaffirmed their commitment to the consolidation of a comprehensive peace and further confirmed their determination to continue to resolve the root causes of the crisis in Sudan. The Parties agreed on General Principles, including a pluralist democratic political system, respect for human rights, citizenship as the basis for fundamental rights and public obligations, and participation of women at all levels of government, amongst others. In relation to the democratic transition period, the Parties agreed to the amendment of all prevailing laws through repeal of provisions that violate freedom of association, of expression, of the press and all other fundamental freedoms and to establish an independent Commission for Human Rights, amongst others. The Parties agreed to issue a democratic electoral law with the participation of all political forces and establish an Electoral Commission. The Parties also agreed to the representation of the NDA and the other political forces and civil society organisations in the National Constitution Review Commission, and agreed on principles to be provided for in the Interim Constitution.
