The Pretoria Protocol provides for political power sharing, by providing for positions for the CNDD–FDD in the Executive, Legislature, governors of provinces and local governors as well as the diplomatic corps. It also provides for security reform through the formation of the Burundi National Defence Force comprising 60% government forces and 40% CNDD–FDD forces. It also provides for a recomposition of the police force.
The Pretoria II Protocol provides for outstanding matters not agreed in the first Protocol, including that the CNDD–FDD would be transformed into a political party. It further provides for temporary immunity for CNDD–FDD leaders and combatants as well as government forces, and the establishment of a Joint Commission to determine whether civilians serving terms should be granted temporary immunity. It recommits to the establishment of the International Criminal Tribunal and National Truth and Reconciliation Commission.
