In a Memorandum of Understanding between the Government and RENAMO, the Parties reaffirmed the constitutional, legal and defence and security policy principles, the latter including that the security forces must be non-partisan and loyal to the Constitution and the Republic. The Parties agreed to promote and guarantee the spirit of reconciliation and agreed on the need for an amnesty law. The Parties agreed to promote and guarantee the spirit of reconciliation by ceasing all hostile events including in the media.
The Parties in the Assembly agreed that in order to promote political stability, lasting peace, trust, guarantees and national reconciliation, amnesty would be granted for crimes committed against people and property in the context of military or related hostilities, which occurred throughout the national territory during stipulated times. Citizens who committed crimes against State Security provided for and punished by Law No. 19/91 and military or related crimes provided for and punished by Law No. 17/87 would be amnestied.
